Dear Friends,

It never fails: September arrives and finds me utterly baffled that summer could have flown by so quickly. I hope you managed to wring lots of fun, sun and relaxation out of this one. Of course, summer isn’t quite over for Congress, which returns next week for a short stretch before disbanding again until after the November elections. We all know their primary order of business will be to pass a funding patch to avoid a shutdown on October 1, and although it seems fairly certain they’ll get there eventually, the path won’t be without its obstacles.

Save possibly dealing with some expiring Farm Bill provisions and a budget shortfall at the VA, we shouldn’t expect much else from Congress this month. Senior Fellow Matt Glassman explains why in his great newsletter article this month, so be sure to read on for that.

You should also catch up on our recent podcasts, including a fascinating talk Josh Huder had with political scientists Matt Grossmann and Dave Hopkins about modern political parties.
