Dear Friends:

It’s a busy time for Capitol Hill watchers. After a two-week April recess that didn’t feel like much of a break given the long-awaited release of (most of) the Mueller Report, the House and Senate have returned for a packed few weeks in session.

Tensions continue to escalate on the oversight front, as the Trump Administration and Congress battle over subpoenas for documents and testimony.  Meanwhile, the annual work of the appropriations process is ramping up. Administration officials are making the trek to the Hill to defend their budget requests for the coming fiscal year, and the House Appropriations Committee will hold its first full committee mark-ups of FY2020 funding bills this week.

In the latest edition of our newsletter, GAI Senior Fellow Matt Glassman takes a closer look at the appropriations process, focusing on a critical but sometimes overlooked dimension of congressional funding power: the limitation provision.

Finally, don’t miss the most recent “Congress, Two Beers In” podcast, which features a great discussion with Professor Jennifer Victor, an expert on Congress, political parties and campaign finance. We hope you’ll keep up with us on Twitter, check our calendar of upcoming programs and stay in touch if there’s anything we can do to help.
