Dear Friends,

Well! After one of the craziest weekends any of us can remember witnessing on the Hill, I’m certainly relieved to be writing a very different note this week than I had expected. As everyone knows, a last-minute about-face by House Speaker Kevin McCarthy on Saturday afternoon teed up easy passage of a Continuing Resolution until November 17. The Senate followed suit, and the President signed the CR (with almost an hour to spare).

Of course, an extra six weeks will not make the ultimate FY24 spending decisions any easier to navigate, particularly as infighting among House Republicans is anything but resolved. In our October’s newsletter, Senior Fellow Josh Huder shares a detailed look at the procedural and political maneuvering that may play out over the coming days, and what it all could mean for the next chapter of the funding saga.

While we don’t know what November will bring, we’re happy that our busy October calendar of classes is moving forward as planned. We’ll continue teaching about all of this in real time and hope to see you soon.
