Dear Friends,
From last night’s debacle in Iowa to the conclusion of the Senate impeachment trial, February is certainly off to a dramatic start. Even tonight’s State of the Union address, typically the subject of wall-to-wall media coverage, threatens to be overshadowed by other events.
This month, Congress will also begin to turn its attention to Fiscal Year 2021 funding, with the President’s budget expected to arrive on Capitol Hill February 10th. One open question is whether the House will move to reinstate some form of the (both loved and loathed) “earmark” process, but the idea is making some vulnerable Democrats nervous.
