Congress and the Intelligence Community

This four-day workshop is conducted entirely on Capitol Hill. It is open to both civilian and uniformed employees from any federal department or agency with an interest in the intelligence area. The purpose of the workshop is to increase participant's understanding of how Congress works, with special attention to how it interacts with the intelligence community, thereby increasing their effectiveness in this environment.
Participants will hear from - and be able to engage in discussion with - Members of Congress, congressional staff, academic observers, news media representatives, and executive branch officials. Participants will also have the opportunity to observe congressional committee hearings and/or floor action in the House and the Senate. Enrollment in Congress and the Intelligence Community class is restricted to US government personnel.
Topics covered may include:
- the politics of defense legislation
- the budget and appropriations processes
- committee and floor procedure
- the role and operation of the House and Senate committees that authorize and appropriate funds for the intelligence community
- the nature of congressional oversight and oversight hearings
- the issue of intelligence and homeland security, and other current issues on the intelligence agenda
Target Audience
Civilian and uniformed employees (GS-11 and above or military equivalent) from any U.S. federal government department or agency with an interest in the intelligence area.
Location
All sessions will be conducted on Capitol Hill.
