Preparing and Delivering Congressional Testimony

Federal officials and others sometimes have an obligation – or opportunity –  to provide testimony before congressional committees. In order to be most effective, testimony needs to be prepared and delivered with clear insight into the complexities of the congressional hearing process.

This workshop is intended to provide a comprehensive understanding of congressional hearings, and to equip individuals to prepare and/or deliver the best possible testimony. It is designed for those who may prepare or assist in preparing testimony, as well as for those who may be asked to deliver testimony as a congressional hearing witness.

Training typically includes:

  • A detailed explanation of the various types of congressional hearings
  • A workshop on preparing and delivering congressional testimony
  • Hands-on experience in testifying before a simulated hearing on Capitol Hill
  • Playback and debrief of selected moments from each participant’s individual testimony during the simulated hearing

Participants may also engage in an interactive group exercise during which GAI experts will offer explanations on how to better craft compelling written testimony by following our time-honored formula. Participants will also receive guidance on how best to deliver the written testimony.

Preparing and Delivering Congressional Testimony usually culminates with a very realistic simulated hearing, which can often be held in an actual committee hearing room on Capitol Hill. The simulation is professionally videotaped and reviewed with participants.


Target Audience:

Individuals who prepare or assist in the preparation of congressional testimony, those who may be asked to deliver testimony before Congress, as well as others who may have a need for a detailed understanding of the congressional committee hearing process.
