Dear Friends,

While the upcoming presidential debate might be grabbing headlines this week, there’s also a flurry of activity on the House side of the Capitol as members seek progress on spending bills before heading home for a 4th of July recess. If all goes according to plan (never a guarantee!), we will see the FY2025 Defense, Homeland Security, and State-Foreign Operations bills on the House Floor before the week ends, along with some of the more than 800 amendments that have already been filed with the Rules Committee. Five additional bills are scheduled for mark-ups in their Appropriations subcommittees.

Just a block from the Capitol in the other direction, the Supreme Court is days away from the end of its term with several major decisions left to announce – one of which is of enormous consequence to both the legislative and executive branches. To that end, this month we’re delighted to share a guest article authored by Dr. Mark Richardson, an Assistant Professor in Georgetown University’s Department of Government, whose specialties include executive branch politics and regulation. Professor Richardson provides a very timely look at the history and potential outcomes of the pending Supreme Court decision regarding a doctrine known as “Chevron deference” that could have far-reaching impacts on federal agencies and officials, as well as the crafting of legislation.
