Dear Friends,

I hope everyone had a safe and relaxing summer. As usual, September arrives on Capitol Hill with a packed and frantic legislative calendar. The difference this year is that the activity will be even more intense than normal. Consider the congressional to-do list this month: passing government funding by September 30, lifting the debt limit, finalizing negotiations on a massive budget reconciliation bill, passing the bipartisan infrastructure package in the House, approving emergency funding for recent natural disasters, and addressing ongoing questions about the U.S. withdrawal from Afghanistan. The endgame for any of these items is far from clear, and we are in for a tense and fascinating month.

In our September’s newsletter, Senior Fellow Matt Glassman takes a closer look at the positioning among  Democrats surrounding the bipartisan infrastructure deal and upcoming reconciliation package, and what it can tell us about the dynamics of leadership, representation, and internal party politics.
