Dear Friends,

We’ve entered the home stretch of the first session of the 116th Congress. This is a time when we typically see the pace (and anxiety) tick up dramatically on must-pass legislation like the annual appropriations bills and the National Defense Authorization Act. Meanwhile, members are scrambling to try to hitch rides on these last-chance vehicles for all sorts of other legislative priorities. And of course this year, an enormous amount of energy and attention on the Hill is focused on something very atypical: the impeachment process.

This month, Senior Fellow Mark Harkins walks us through the latest on the FY2020 appropriations process and examines the possibility of another government shutdown.
